Paraguay Golden Visa (Investor Pass) in 2026: The Ultimate Guide

The investment migration landscape has witnessed another new Golden Visa program launch in 2026: the Paraguay Investor Pass program. Introduced on 16 April 2026 by Paraguay’s Ministry of Industry and Commerce (MIC) and the Dirección Nacional de Migraciones, the Paraguay Golden Visa program offers direct Paraguay permanent residency.

The Paraguay Investor Pass program offers three qualifying routes: tourism projects, real estate, and investments in Paraguayan securities & stock market. The minimum investment for this residency program is $150,000. It may be most suitable for investors seeking tax efficiency. Paraguay’s territorial tax system gives you the opportunity to be exempt from your foreign-source income taxation. Please note that the program still needs further clarification from the official authorities.

What is the Paraguay Investor Pass Visa?

Introduced in 2026, the Paraguay Investor Pass Visa aimed at getting direct foreign investment into the Paraguayan economy. It provides direct permanent residency to investors who make a qualifying investment into the eligible options. However, it is not seen as a replacement for Paraguay’s traditional residency route, SUACE; rather, it is an expansion of it.

The SUACE program included only a $70,000 productive investment, which requires a business plan and the creation of 5 jobs.  With the new frame, foreign investors have broader investment options. They can invest in tourism projects, real estate, Paraguayan securities, and the stock market.

Requirements: Who Can Apply for the Paraguay Investor Pass?

To be eligible for a Golden Visa in Paraguay, the main applicant must be:

  • be at least 18 years of age and must have a clean criminal record.
  • Make a qualifying investment of at least $150,000 in an approved tourism project, $200,000 in securities listed on the Paraguayan stock exchange (Bolsa de Valores), or $200,000 in Paraguayan real estate. 
  • To maintain permanent resident status, investors must enter Paraguay at least once every three years.

Additionally, there is no clarification for family inclusion. However, the standard Paraguayan immigration law allows you to include: 

  • The Spouse
  • Children under the age of 18 and dependent children, regardless of their age
  • Dependent parents

Still, there are no official guidelines published for the program regarding family inclusion. If there is such an update, we will rewrite this section. If not, family members may be required to apply for a separate temporary residency. 

Paraguay Golden Visa: Is It Suitable for Every Foreign Investor?

Paraguay’s Golden Visa combines low tax jurisdictions, direct permanent residency, and a relatively affordable investment threshold. That’s why a new framework can be suitable for:

  • Those high-net-worth individuals seeking tax optimization. In Paraguay, your foreign income will not be subject to tax under its territorial tax policy. It only taxes domestic source income, in simple words, income generated in Paraguay at a flat rate of 10%. 
  • Investors are looking to expand their global reach into Latin American countries. 
  • Those seeking a Plan B residency due to political uncertainty. The Paraguay Investor Pass is unusually attractive here because it grants permanent residency directly, without first requiring years of temporary status. You must visit Paraguay for at least one day in a three-year period. 
  • Those seeking an affordable citizenship path. You can be granted citizenship after 3 years of holding permanent residency and meeting the legal requirements.
  • Real Estate Investors. The real estate route may be attractive because qualifying investments can be made in development projects.

However, if you want visa-free access to the EU and European citizenship, it is not suitable for you. Additionally, a major drawback is that the Investor Pass grants permanent residency primarily to the main applicant, while spouses and children may need separate residency processes (there is no explanation of family member inclusion). Therefore, this residency by investment program may not be suitable for families seeking inclusion. Paraguay just offers tax and residency play; for broader global mobility and family planning, the European Golden Visa programs may be a better fit for you.

Paraguay Investor Pass Investment Options

To get immediate permanent residency in Paraguay, you must make an investment in one of the following options:

  • Tourism Projects: A minimum investment of USD 150,000 is required in an approved tourism project in Paraguay. This is the lowest investment threshold among the available options.
  • Paraguayan Securities: A minimum investment of USD 200,000 is required in securities listed on the Paraguayan stock exchange. This is a passive investment option that does not require direct involvement in business operations. 
  • Paraguayan Real Estate Investment: A minimum investment of USD 200,000 is required. This option provides direct ownership of a tangible asset and is a familiar investment structure for many international investors. In this route, you may apply for the Investor Certificate once at least USD 60,000 has been invested (30% of the total investment). The remaining balance may be committed through documented payment obligations, provided the investment is supported by evidence.

Once you choose your investment type, you can be eligible to apply for Paraguay permanent residency status.

Benefits of Investing in the Paraguay Residency by Investment Program 

Paraguay’s investor demand has been rising sharply across 2025-2026, with residency applications increasing by more than half a year-on-year. Additionally, early 2026 is already accounting for a large share of the previous year’s total. 

At this point, the benefits of the Paraguay Investor Pass become more relevant, as they explain why demand is accelerating.

1. Direct Permanent Residency

You can get direct access to permanent residency in Paraguay through a qualifying investment. Rather than a temporary residence permit, direct permanent residency status is granted upon approval of the application.

2. Multiple Investment Options

Multiple investment pathways are now available, including tourism projects, securities listed on the Paraguayan stock exchange, and the real estate market. This expands beyond the original SUACE framework, which was primarily focused on business investment.

3. Paraguay’s Tax Regime

Paraguay uses a territorial tax system, and the program highlights additional investor-friendly policies such as:

  • reduced dividend tax rate (about 8% instead of 15%) for residents
  • favorable treatment of foreign-sourced income in many cases

4. Simple and mostly remote application process

The process is designed to be streamlined:

  • largely handled through a “one-stop” system (SUACE)
  • minimal physical presence required (often just for ID issuance)

5. Pathway to long-term stability and citizenship

While the Investor Pass itself is residency-focused, Paraguay generally allows eventual naturalization after 3 years of permanent residency by investment.

A Paraguayan passport offers visa-free or visa-on-arrival access to around 140 destinations, including the Schengen Area and the United Kingdom.

6. Access to MERCOSUR

Located in Latin America, Paraguay sits in the center of South America between Brazil, Argentina, and Bolivia. Additionally, Paraguay is part of MERCOSUR, a South American economic bloc. It includes countries like Argentina, Brazil, Uruguay, Paraguay, and Bolivia. It primarily functions as a common market framework that reduces tariffs and simplifies trade among these economies, rather than creating full free movement, as in the European Union.

Therefore, Paraguayan permanent residents can access settlement rights in these member countries.

Latin America Golden Visa Programs: Panama vs Paraguay

Panama’s Qualified Investor Visa is generally the stronger option for investors who prioritize financial stability, access to banking services, and international credibility. With a minimum investment of around $300,000, it grants permanent residency in one of Latin America’s most developed business hubs. Therefore, it is more attractive for entrepreneurs, retirees, and high-net-worth individuals seeking a long-term base in the Americas.

Paraguay’s Investor Pass, by contrast, is focused on affordability and efficiency. Requiring a lower investment, starting from $150,000, it provides a relatively inexpensive route to permanent residency in a country with territorial taxation and very low living costs. 

In brief, Panama provides a more established and internationally recognized scheme. On the other hand, Paraguay offers a lower-cost entry point for investors willing to accept a newer and less tested framework.

Does Paraguay Allow Dual Citizenship?

Yes. Paraguay generally allows dual citizenship. You can acquire Paraguayan citizenship without normally being required to renounce your existing nationality.

However, dual citizenship also depends on the laws of the applicant’s home country. Some countries restrict or do not recognize multiple nationalities, so applicants should verify the rules of their current citizenship before pursuing naturalization in Paraguay.
